Border Gateways Mission Statement

Our company's mission is to create Border Gateway Centers to accommodate commercial traffic preparing to cross International Borders.

Our Centers can provide commercial carriers all the necessary facilities to allow for timely and efficient release of goods at their intended ports of arrival. In addition, Border Gateways Inc. will create facilities to accommodate not only the carriers but the professional operators employed by them while maintaining the highest respect for the safety and security of our customers, the environment, our neighbors and the Customs Agencies for whom we are preparing shipments.

Border Gateway Centers can also become hubs of commercial and regulatory activity that will reduce the amount of logistic downtime again for the both the Carriers and Operators. We can do this by creating, at one location, joint facilities to house the various agencies and commercial outlets that our customers are required to deal with to efficiently and safely conduct their businesses.

Border Gateway Centers will be built with constant consideration of stakeholder needs in mind. To that end we would like to house the first LCSI™ facility (Land Container Security Initative™) in the world!!

CSI (Container Security Initative) was created by the U.S. Customs and Border Protection to increase both security and efficiency at marine ports internationally for U.S. bound freight.

We believe the same gains could be made in the land environment at our Centers.

Source : Windsor Chamber of Commerce Recommendations ( 2002)

By assessing risk intelligently and with the assistance of technology, resources can be concentrated on high-risk goods and people, allowinglow risk movement to pass through more expeditiously.

RECOMMENDATIONS

Establish commercial vehicle processing centres sufficiently far from the border crossings so as to not impede access and require mandatory pre-arrival processing for all commercial traffic before crossing the border. (This would provide a method to process paperwork and transmit it electronically prior to reaching the borders. It is intended that many of the functions currently performed at the borders would be performed at the processing centres. Maximum efficiencies would be achieved if this were coupled with a similar centre on the American side using compatible processes and technology).

Include Pre-Arrival Processing (PAPS); Pre-Arrival Release System (PARS) and Driver Registration activities at the commercial processing centres.
